i have tried of above when start website in browser , pres on f12 key, see following mode:

browser mode: ie8 document mode: quirks

so browser mode not changed compatibility mode.

does know problem is?

compatibility mode 1 of browser mode settings; don't have ability change users browser compatibility mode. can control document mode of page - you're seeing in examples provided.

<meta http-equiv="x-ua-compatible" content="ie=7" />

this force document ie7 standards mode. if use emulateie7 option, doctype determine if ought standards, or quirks. option offered regarding how page viewed in users browser.

be sure place within <head> region of page wish affect. additionally, when you're checking document mode, options has "(page default)" next , not options selected.

ie respect manual override on x-ua meta tag. may case accidentally moved set document mode quirks while testing, though default mode page has been adjusted ie7 meta tag.
